Legalizing Cannabis in the Philippines
Cannabis (recreational) will soon be legalized in July 1, 2018 in Canada and are legal in some states in US to end its prohibition, and promote its medical use to relieve medical conditions including cancer, chronic pain and depression. Unfortunately, it is still classified as a schedule 1 illegal drug under Republic Act 9165 in the Philippines. Both the Senate bill and Congress Bill 4477 to legalize marijuana for medical reasons is still pending in the legislature waiting for approval by senators and congressmen.
The dire situation in the Philippines where cannabis is illegal under Republic Act 9165 has presented a big problem to Filipinos, soldiers and civilians with PTSD, tourists and senior balikbayan Filipinos who need to use medical cannabis for their health conditions – chronic pain, hypertension, stroke, PTSD, cancer and other chronic degenerative diseases.
May the legislators (senators and congressmen) pass HB 180, the Philippine compassionate medical cannabis act, giving consideration to chronically sick Filipinos access to medical cannabis together with tourists and senior balikbayan who prefer to use cannabis for medical reasons instead of pharmaceuticals.

We humbly ask your support to pass HB180, the Philippine compassionate medical cannabis act, that will ensure qualified patients access to SAFE, AFFORDABLE and AVAILABLE medical cannabis.
House Bill 180 provides the State shall legalize and regulate the medical use of cannabis which has been confirmed to have beneficial and therapeutic uses to treat chronic or debilitating disease or medical condition that produces one or more of the following: cachexia or wasting syndrome; severe and chronic pain; severe nausea; seizures, including but not limited to those characteristic of epilepsy; or severe and persistent muscle spasms, including but not limited to those associated with multiple sclerosis.
The bill mandates the Department of Health (DOH) Secretary to lead the formulation of regulations to implement the Act. The Secretary shall also issue registered identification (ID) cards to qualified patients after a careful review of their required documents.

My comment on the above youtube video, Philippine medical cannabis:
Why ask medical doctors to legalize medical cannabis? Why not ask the majority of Filipinos instead?
Please stop convincing medical allopathic doctors to approve medical cannabis despite the medical benefits of cannabis plant. Medical doctors in the Philippines and abroad are educated in reductionist medical philosophy rather than holistic medical philosophy which the alternative holistic – body, mind and spirit – practitioners follow such as Chinese medicine practitioners.
Therefore, I believe that most medical doctors will not recommend the legalization of cannabis plant, an herbal holistic medicine, because medical doctors are influenced by the pharmaceutical industry and will negatively affect their allopathic (drug) practice which is their specialty.
The Chinese medical practitioners are the best people to recommend medical cannabis for legalization because it is a herbal remedy (not a synthetic drug) that is covered in their herbal training and in their scope of practice.
The support for the ongoing petition by the Philippine Cannabis Compassion Society is definitely needed because the majority of congressmen and senators will only change their stand in Bill 180 when there is a million Filipinos wanting access to medical cannabis.

Why was cannabis made illegal? Obviously, both the pharmaceutical industry and the medical monopoly would lose billions of dollars if cannabis became the legal alternative herbal medicine (non-drug) of choice with its limitless healing potential for treating illnesses including cancer, chronic pain and depression.
Cannabis is a safe herbal medicine because cannabinoid receptor cells are lacking in the brainstem which controls breathing and heartbeat. Therefore, even strong doses do not endanger life.
Medical cannabis refers to the cured, mature female flowers of high-potency strains of cannabis.
Like “maintenance drugs” for hypertension and cholesterol, medical cannabis is meant to ease a person’s suffering from debilitating health issues without the toxic side-effects of prescription drugs.

Cannabis is used to treat many medical conditions and symptoms. It is effective in treating nausea, loss of appetite, pain, anxiety, insomnia, inflammation and muscle spasms. These symptoms are often part of physical or mental conditions. Arthritis, cancer, HIV/AIDS, multiple sclerosis, epilepsy, Parkinson’s disease, ADHD and post-traumatic stress disorder are some conditions cannabis can help treat.
Sometimes cannabis is more effective than pharmaceutical drugs and has fewer negative side effects. Some people use cannabis to help them cope with the side effects of, or to replace, these medications. Others use cannabis to deal with withdrawal symptoms from other legal or illegal drugs.

Medical cannabis (Mafen) has been used by Chinese herbalists and Filipino traditional healers as food and medicine for millennia until the advent of the war on drugs that prohibited cannabis via the influence of the pharmaceutical industry and western medicine which uses pharmaceuticals with side-effects.
The problem with the legalization in the Philippines is that current cannabis policies are based on fear, ignorance and greed. In reality, cannabis prohibition is a fundamental human rights violation.
The issue of medical cannabis is literally a matter of life and death. It is an issue on the fundamental right to health and the right to life.
